Highland Council decided last year to hive off their leisure and recreation departments to be run officially by an outside body, High Life Highland, a separate company. While the services, including libraries and archives, remain the same for clients, the administration changes, and will avoid certain limitations placed on  local authorities. The new body can apply for grants, and has a better tax situation, for instance.
